【介護のしくみ】

オーストラリアでは、より多くの高齢者が自宅などで自立した生活を送ることができるよう、高齢者ケア改革を1985年から始め、在宅サービスを充実させるために、HACC（地域・在宅サービス事業）、CACP（地域ケアパッケージ事業）を創設しました。

在宅サービスを充実させるだけでなく、入居型介護施設への入所を希望する高齢者に、ある一定の認定基準を設けることで、入所型の施設介護を必要とする高齢者が適切なサービスを受けることができるようになりました。査定はACAT（高齢者介護評価チーム）が行います。

また、連邦政府は施設に対し、建設費用の一時交付金および人件費、食材費、電気代や建設維持費等に対し交付金を出しています。高齢者ケアのための人材育成にも力を入れており、ケアスタッフのトレーニングプログラムや「全国コミュニティーサービスおよび医療訓練指導委員会」に対して補助を行っており、高齢者ケアの人材育成を支援しています。

【Care system】

Since 1985, the government has developed the HACC (home and community care) programs and the CACP (community aged care packages) to improve the community care.

Not only to improve community care, but also to assess client's suitability for residential care and supply, the suitable service is provided to the elderly people who need residential aged care. The ACAT (aged care assessment team) plays the role of assessment.

Government subsidizes construction cost, personal cost, and ingredient cost, maintenance cost of residences and also supports to encourage the talent for aged care by subsidizing the care staff training program made by 'national community service and the association of medical education'.

HACC	HACCは、自宅や自立型の入居施設で生活する高齢者に対して、各種の在宅サービスを提供する。費用は、連邦および州から補助されるが、HACCサービスの提供者が費用と利用者の負担能力に応じて独自の設定を行っている。 The HACC (Home And Community Care) supplies the community care to the elderly people living in their own home or in a retirement residences. The service suppler decides the charge according to the service cost and the payment ability of the user.
CACP	地域に密着した宗教団体、民間団体、ボランティア団体等の地域グループに政府からの資金を援助することで、高齢者の自立、自宅での介護を支援する。サービスの内容はホステルと同等であり、高度な介護サービスを提供している。 The CACP (Community Aged Care Packages) supports not only community care but also complex care through support to religious organization, private enterprise and voluntary association.
ACAT	身体的、医学的、心理的、社会的側面から高齢者に対し認定を行い、施設介護が必要な高齢者が適切な施設で、適切なサービスを受けられるよう取りはからう。 ACAT assesses the clients in physical, medical, psychological and social aspects to supply the suitable service.
