【介護用品・補助器具】
デンマークでは基本的に補助器具が無償で支給されます。 支給にあたっては各コムーネ（市）に支給選定に要する専門家が配置されており、国が定めた法律に基づいて補助器具が支給されるようになっています。
補助器具利用者が自宅に住み、慢性的な機能障害がある場合には、「社会サービス法」に基づいて、本人が必要とする補助器具が支給されます。支給された補助器具の所有権はコムーネ（市）にあり、無用になった場合は再利用されます。
補助器具利用者が福祉施設に居住している場合は、その施設が補助器具の購入・支給を行います。コムーネ（市）で対応できない特別なサービス分野等にあたってはアムト（県）や特別区が対処にあたります。さらに、アムト（県）は病院経営を管轄し、「リハビリテーションセンター」「補助器具センター」等を設立する義務を負っています。 |

また、14のアムト（県）と特別市は出資して補助器具研究所を設立しています。補助器具研究所は、高齢者や障害者分野のリハビリテーション技術・補助器具・市場供給調査・品質や安全性・アクセス性・利用者参加事業に関する専門知識を取り扱う情報センターとしての役割を担っています。同研究所は、非営利団体であり、利潤追求や業界・政治的思惑から独立した機関として北欧型の補助機器の検査方法や仕様を開発してきました。この検査方法や仕様は、今日のEU規格の基盤となっています。
また、デンマークでは安全性・機能性だけでなくデザインも含め、利用者のニーズに対応した補助器具の生産が重視されています。高齢者や障害者は補助器具を単なる道具としてではなく、心地よく補助器具を使いたいと願っています。デザインを含め、利用者の意見に耳を傾けて補助器具を開発することは、その器具がより多くの人々に使用されることにつながるため、社会的・経済的に重要視されています。

【Caring equipment and auxiliary appliance】
In Denmark, an auxiliary appliance is basically supplied gratis
basically.
As for the service, professionals of the service selection are arranged
in each Kommuner ( the city ), and an auxiliary appliance is supplied
according to the national law.
When the auxiliary appliance used by the person who lives in own
house and has a chronic functional disorder, the auxiliary appliance,
which is needed, is supplied from Kommuner (the city ) according
to " the society service law ". The possession of the supplied auxiliary
appliance is in Kommuner (the city), and the appliance is reused
when it becomes unnecessary. If a person is living at the welfare
facility and uses the auxiliary appliance, the facility does the
purchase and the service of the auxiliary appliance.
In case of the special service field which can not correspond in
Kommuner (the city), Amter ( the prefecture ) and the special ward
handle it. Moreover, Amter (the prefecture ) controls hospital management
and is obligated to establish " rehabilitation center " and " the
auxiliary appliance center ". 14 Amter (prefecture) and special
ward invest and establish the auxiliary appliances research institute.
The auxiliary appliance research institute is charged with a role
as the information center which treats professional knowledge about
the elderly, handicapped, rehabilitation technique, auxiliary appliance,
market supply research, quality and safety, access-ability and user
participation business.
The institute is a nonprofit organization and independent from profit
seeking and industrial or political motives, and develops a method
of inspection and a specification for North European-type auxiliary
equipment. The method of inspection and the specification are adopted
as the basis of the EU standard today.
The production of the auxiliary appliance, which corresponded to
the user-needs including the design in addition to the safety and
the function, is thought much of. The elderly and handicapped people
wish to use auxiliary appliances pleasantly, not as a mere implement.
It is attached importance to listen to the users' opinion including
design needs since more people use the equipment. |
